Understanding the MTEL Scoring System

The MTEL or Massachusetts Tests for Educator Licensure intends to measure the ability of the candidates to read properly and write with clarity for obtaining the license of educators from Pre Kindergarten to grade twelfth. This testing program has been devised by the Massachusetts department of Elementary and Secondary Education for those candidates who are keen to obtain a teaching license and also to make sure that these educators have adequate training while communicating with the students and their parents or guardians. The pattern of the test is such that the eligibility of the candidates is measured according to the criteria that have been set up by the authorities conducting the test rather than comparing the performance of a candidate with the fellow examinees.

The following tests are included in the MTEL program:

  • Communication and Literacy Skills
  • The test of subject matter
  • Vocational Teschnical Literacy Skills Test
  • Adult Basic Education test

Amongst the various tests that are held for MTEL certification, each of which consists of multiple-choice questions, there are two open response questions, as well. The Massachusetts Commissioner for Elementary and Secondary Education has also devised a system of passing or basic score as far as MTEL test scores are concerned.

For MTEL, the system of scaled scores is followed by the authorities that state a range of MTEL test scores from 100 to 300 and the passing score is 240. Thus, the MTEL passing or qualifying score is 240.

For the first section of Communication and Literacy Skills test, the candidates have to obtain a qualifying score of 240 in the two subtests of Reading and Writing. Similarly, the candidates should also obtain 240 in the multi-sub tests and Mathematics. When it comes to total MTEL test scores or total scaled scores, the scaled scores of multiple-choice questions and the scaled scores that are obtained by the students in the open response questions are combined together to create a single score.

For multiple-choice questions, the scaled scores indicate the total number of questions that have been answered correctly by the test takers. On the other hand, the points of written and oral responses indicate the scaled scores of the candidates or the test takers in open response questions. In the areas of multiple-choice questions, there are no deductions for wrong answers.

Similarly, the MTEL test scores for open response items are provided according to the levels of performances of each candidate. Therefore, if a student is unable to respond to a particular question in this section, there are no scores allotted for the same and a test taker may eventually not attain the qualifying or passing scores.

As far as MTEL test scores are concerned, the test takers must keep the following rules in mind:

  • There are no qualifying or passing scores for the sub areas of the multiple-choice questions.

  • Since the number of questions in the sub areas of multiple-choice questions is not similar, the total MTEL test scores do not depict the average score of the students.

  • The performance of a student may differ in each sub area and in no way does it relate to the ability of the test taker in obtaining the passing or qualifying scores.

  • The sub-areas of the multiple-choice questions gain focus according to the number of objectives. In short, there is more focus on that sub area containing more test objectives than the one containing lesser number of test objectives.

The MTEL test scores are important because they help the test takers to obtain the license from Massachusetts Department of Secondary or Elementary Education for teaching the students of Pre-kindergarten to the twelfth grade. The items of the test have been devised or arranged by a group of people including the faculty of higher education, teachers of vocational education and basic adult education teachers that allow the students to obtain the license required for becoming educators or teachers in Massachusetts.
